Open to the Public

40.000 Häuser werden vom Amt für Sozialwohnungen in Neapel verwaltet. Jeden Dienstag und Donnerstag bei Parteienverkehr stellen sich tapfere MitarbeiterInnen den Anliegen, Sorgen und bisweilen der Wut der BewohnerInnen. Beide Seiten ringen um Verständnis, die Diskussionen sind lebhaft, es gilt, bürokratische Prozesse in Gang zu setzen und Lösungen zu finden. Die Filmemacherin Silvia Bellotti und ihre Kamera scheinen zum Inventar geworden zu sein in den beengend wirkenden Räumlichkeiten, in denen sich Papiere und Akten stapeln. Szene um Szene bringt sie den ZuseherInnen das vermeintliche Chaos näher, bis sich am Ende die Tür zum Amt wieder schließt. (Katharina Riedler)

A Council Housing office in Naples manages about 40,000 apartments. This same office goes from doing a serious job to verbally attacking its customers, from trying to help those in need to refusing to bend any kind of bureaucratic rule, and from explaining everything repeatedly to just nodding and looking blankly into the camera. This might be the most decadent public office to work in, and the employees seem to have been forgotten there for years - but at the same time it feels like a bohemian street theatre, with every character playing a very flamboyant role, and with the result being a brilliant film that is so simple yet a work of absolute genius. Director's Biography
Silvia Bellotti
Born in Rome in 1982, Silvia Bellotti is a video journalist. She began her career in Palermo where she worked for a monthly publication founded by reporters from L’Ora, the historic anti-mafia newspaper. She moved to Naples in 2014 to take part in the first edition of FilmaP – Atelier di Cinema del Reale. “Aperti al pubblico” is her first feature-length film.
